Noise is subjective.

When neighbors are noisy, it is irritating.
When they are nosey, it is irritating.
When they are noisy and nosey, they must be eliminated.
I know a guy who knows a guy.

LOL Doug! You have good ears.

The other day we had power failure, all the televisions, washing machines, ventilators, computers, drills and transformers of the street shut up, suddenly there was a silence like what they write about in the Bible. Who knew?
